How to use formar in the future
The future is regular: formaré, formarás, formará, formaremos, formarán. It is common in business and political announcements: se formará una comisión, formaremos a cien técnicos. In conversation, va a formar is equally natural. It is the natural tense for describing future teams, committees and training programs in plans and press releases. It can also express a guess: ¿quién formará parte del nuevo equipo? The endings simply attach to the infinitive.

El programa formará a cien técnicos en energía solar.
The program will train a hundred solar energy technicians.
